For most people, the best time to exercise is the time when you are most likely to do it. If you hate to get up early and have to get to work in the morning, you are unlikely to stick with an early morning program. Consider when you are going to eat. You can do around 30 minutes exercise first thing in the morning, but won't do well with long time exercise on an empty stomach. You can exercise sooner after a light meal than after a heavy one, and probably need more time between eating and running than walking or lifting weights. Also, working out too late may interfere with sleep. This can also be quite individual, so experiment to see what works best for you.
