Two things are necessary for building muscle: resistance training and adequate nutrition. Electronic muscle stimulation has helped restore muscle in rehabilitation situations, together with physical therapy, but it`s not a way to get muscle while you avoid working out. The places that promise you the equivalent of 1000 situps from a few minutes of electrical stim? That doesn`t work.
