What to concentrate on in starting an exercise program?

I am a 58 yr old female, out of shape, and overweight due to creeping obesity. I have never done an "exercise program". What should I concentrate on first in beginning an exercise program? i.e. strength? aerobic? How many times a week and for how many minutes?
